7th & Campbell Affordable Housing Project Opens Closed Doors


(OAKLAND) – Oakland & the World Enterprises (OAW) and McCormack Baron Salazar (MBS), co-developers/co-owners of a new, affordable housing complex at 7th and Campbell Streets in West Oakland, the 7th & Campbell LP, will host the Project’s first Construction Subcontractor Outreach on Wednesday, October 13th at Higher Ground Community Center, 2010 Mandela Parkway, Oakland, from 4:30 – 6:30 pm.

According to Elaine Brown, CEO of OAW and former Black Panther Party leader, “The goal of this outreach is to offer real opportunities for construction contracts to black and minority contractors who have been systematically denied such opportunities to build in Oakland and indeed the Bay Area due to systemic racism.”

The 7th & Campbell Developers will outline all the project contracting needs at this initial outreach meeting, and encourage all subcontractors interested in the project to attend.  This project involves the construction of a 79-unit, 100% affordable housing complex, with rentals to people with incomes at or below 30% AMI, or, to very low and extremely low-income people.  The complex will provide supportive services for chronically homeless and special needs residents.  The building will generate enough on-site solar electricity through over 20,000 square feet of rooftop solar panels to power all residential electric demands.

The ground floor of the complex will house four, OAW-launched businesses, including a fitness center, a neighborhood market, a light-manufacturing/retail clothing business, and a restaurant, in accordance with OAW’s Mission to launch and sustain businesses for ownership by formerly incarcerated and other extremely socioeconomically-marginalized people.  Presently, OAW supports West Oakland Farms on the site, which sells produce to local outlets.  And, on September 17, 2021, OAW launched its second business, the Soul on a Roll Food Truck.

The September 22nd outreach meeting will include presentations by: Elaine BrownAdhi Nagraj, Senior VP of MBS; Ali Kashani, Project Manager; Carlton Smith, architect, MWA; John Branagh, President, Branagh Construction; Michael Baines, President, Baines Group, Inc., construction consultant; Donald Frazier, Executive Director of BOSS, supportive services contractor.
